Presidential Hackathon 2019 in Taiwan
From 18 to 21 July, Open Development (ODC) team has been attending the Presidential Hackathon 2019 in Taipei, Taiwan. The Presidential Hackathon is an initiative designed by the Taiwanese government to emphasize the importance of open-source, open data, and related best practices which can be applied to address the needs of the country through social innovations and economic development. ODC is one among the six outstanding teams who have been shortlisted to participate and compete in the Presidential Hackathon 2019. The six teams consist of open data and tech experts from different countries such as Australia, Netherlands, France, the United States of America, Malaysia, Honduras, Sri Lanka, and Cambodia.

Using ICT and Maps in Education Project Implementation
Cambodia is moving forward with a fast phase development in technology advancement. The country has reached more than 12.5 million internet users in the late 2018 following an increase of mobile operators’ service expansion in rural areas, according to Telecommunication Regulator of Cambodia (TRC). With this connectivity, the government can easily deliver their services to citizens and people can easily access to beneficial contents and services which they can use to improve their daily lives. However, there is still a lack of action in promoting the use of Information Communication Technology (ICT) in public service delivery, especially in the sub-national level in Cambodia.

The First Environmental Impact Assessment (EIA) Portal in Cambodia
Cambodia aims to fasten its economic growth while fully committing to sustainable development. To avoid adverse impacts from the development and promote long term benefits to economic, social and environmental change, the practice of Environmental Impact Assessment (EIA) shall be enforced. And since EIA has become an essential feature of sustainable development for improving well-being and equity from the development, the public must fully participate in policy debates and seek legal redress and claim what they deserve from the project’s impacts. And yet these EIA reports are not widely disseminated to the public. In fact, there are available EIA reports but having no access to these reports means that they remain, in practice, invisible at the national and local level. Read more

Open Data for Sustainable Development was one of the four main themes in Cambodia ICT Camp 2018. According to the United Nation, Open Data can support different areas of international development. Hence, it can contribute to many of the objectives outlined in the Millennium Development Goals and the Sustainable Development Goals. Based on the report from the world bank, there are evidences that open data has contributed to many essential objectives for development, including to: 1) Foster economic growth and job creation, 2) Improve efficiency and coverage of public services, 3) Increase transparency, accountability, and citizen participation, 4) Facilitate better information-sharing within government.

Why focus on SGDs and ICT4D in Cambodia?
Information and communications technology (ICT) is playing an important role for people’s lives and social and economic development in Cambodia (ICT4D). The UN’s 2030 Agenda for Sustainable Development considered ICT infrastructure as an important cross-cutting sector ‘means of implementation’ that supporting the achievement of every goals and targets of SDGs. Thus, it has stated that “the spread of information and communications technology and global interconnectedness has great potential to accelerate human progress, to bridge the digital divide and to develop knowledge societies”.

ASEAN integration is going to start in the next two years; right now there are many discussions on this mixture of nation. This essay will argue that ASEAN integration will benefit Cambodia. It will first be suggested that ASEAN integration will help developing economic sector and sophisticated infrastructure in Cambodia. At the mean time, it also acknowledges that it would be the biggest challenge for less wealthy countries like Cambodia to compete in ASEAN region. Moreover, it will be argued that Cambodia is strongly committed to improve their capability to compete in the up-coming ASEAN integration. Read more
Looking worried with a strong facial impression, a young senior high student called ‘Ney’ stood up expressing his concern toward the problem of Budget Transparency while suggesting promising actions to address this issue in his community. This six foot tall student, speaking with local Siem Reap accent, shared that not many people in his community are well-informed about annual community development budget’s plan. With a team of five, Ney proposed a survey on the commune officials’ responsiveness to the needs of villagers, after which his team can later present the findings to the commune council. Ney is one of the thirty(s) participants who came to join the sixth Youth Empowerment for Transparency and Integrity (YETI) camping in Siem Reap province. His enthusiasm sparked an interest and commitment in dealing with corruption issues among young people for their community development. Read more

With a single and free flow market, AEC generally provides a huge advantage for a developing country like Cambodia. On the other hand, the competitiveness in free flow of skilled labour and human capital seem to trigger the concern of Cambodian youth toward such issue. Cambodia education was ranked in around 170th in the world due to budget spending on education sector is very small (just 1.6% of Cambodia's GDP spending on education), According to UNESCO, 2010. The Water Supplier
Thorn started supplying water for almost 8 years. He began this business with only a 800 liters water container and one small engine tractor. In 2015, he decided to expense his business by buying a small truck and one more water container which both contain 1,500 liters in total. The price of the water is depended on the delivery distance. For the customer who live nearby, he sells both containers for 1,5000 riels ($3.2). And for customer who live far from the location, he sells up to 20,000 riels to 30,000 ($7.5) riels for both containers. Read more
In the first session of the Global Politics School, professor Klaus opened session with the overview of the global politics. He started with the Designing the discipline of International relations. He suggested the concept of International Relations (IR) has to be redefined. Basically It is a sub-discipline of political sciences. It started around 2500 years ago in Greece. Since then there are different labels of International Relations: Foreign Policy, Inter-National Policies or Inter-National Relations. Most of the historical studies on IR mainly focused on Nation States. As the political landscape keep changing, there are many forms of interactions among nation states and among international communities. Therefore, the new term of International Relations has emerged to the term “Global Politics”.
BRANDING STEM IN cAMBODIA
Cambodia is now lacking qualifed human resources in science and technology felds. While the economy of this country is now starting to diversify its resources and moving towards more manufacturing felds, there are needs for more employees with technical skills and scientifc specialties. This country encounters a rapid rise of unemployment rate especially among youth. According to the World Bank, 2016, the unemployment rate in Cambodia has risen to 4% while youth unemployment rate has risen to 9% in 2014. This rise of employment rate could be resulted from the having skill mismatch between the populations and the job market. Read more

After facing a crucial criticism from public on how corrupted and cheated it was in the last following years during the 3 days of national exam, Cambodian government has sworn to eliminate these problems in order to prepare the country for the up-coming ASEAN integration in 2015. According to UNESCO, Cambodia education was ranked in around 170th in the world due to budget spending on education sector is very small (just 1.6% of Cambodia's GDP spending on education) and also because of the corrupted system inside the education body itself. On the 26th of March 2014 the Anti-Corruption Unit (ACU) threatened a serious punishment to student and teacher who caught doing corruption in national exam. Teacher and students caught cheating would be send to court, said Mr. Om Yentieng, the chairman of ACU. This punishment is very inappropriate and it is a very haste decision from ACU without any concrete consultation and discussion with other governmental institutions. Read more

A fishy crowded market seemed silent after moment of sunny day has changed all of a sudden to only thunder banging and drumming sound of heavy rain were heard. Accompanying the sound, sellers started complaining how unlucky their days were for all of them to run business. Mrs. SAO Samnang, a vegetable seller in Russian market complained about the weather she has faced “The weather nowadays has changed a lot from the past, before it rarely rains in dry season, but now it rains whenever it wants; and on the other hand, it is getting hotter and hotter even in rainy season or in Kaderk period [winter in Cambodia].” Read more

n the shift of watching the monastery, venerable CHHIV MAO whose age is 28 years old is studying alone in a peaceful manner surrounding himself by English study books and Buddha story painting on the wall. Originate from SIEM REAP province, he is now a monk in Ounalom pagoda, Phnom Penh. After his grandfather died, venerable MAO was sent to become monk in the age of 15, when he was only in 4th grade (primary school). He did not even know how to read and write properly. When he became a monk, under the eyes of elder monks, he started to study language and Thor and soon he realised that buddhism is really great for everyone as a human being then he decided to follow Buddha path. when He was 17, he became a monk officially in Siem Reap. Later on, when he reached 25 years old, he decide to come to Phnom Penh and became monk at Ounalom pagoda. For Cambodian, Khmer drums are ones of the most important musical instruments in which almost all Khmer music performance forms are required. However, there’s no specific historical information telling where and when these drums come from and how many types of drum there are. Many types of Khmer drum are made of pierced wood trunk surfaced with skin. To make a drum, generally, we need to follow several steps. First, we get the dried wood trunk for drum body and make a hole in the middle of the trunk. Mostly, on the drum, we can find Khmer art form carving which is used to enhance the look of the drum. After having shaped, carved, and pierced the drum body as wanted, finally, we need to take the animal skin to cover the pierced surface of the drum. Read more

Phnom Penh: After the strike demanding for a higher minimum wage from Cambodian garment workers, a Vietnamese businessman Thunh Thanh, CEO of Lucky Corp, announced that his company will be moved from Cambodia. Speaking in the Business Club of Phnom Penh monthly luncheon at the Raffles Hotel, Thunh Thanh said: “we’ve decided that at the end of this year, we will relocate our entire manufacturing operation to Bangladesh.” Read more
